Although having good content is paramount, it gets awfully boring without at least some pretty stuff. The key is in knowing when enough is enough. One should let the graphics work for the site, not monopolize it.
Most clip art can be downloaded from the Internet quite easily, while other art requires more work, (thus the name artwork!)
